Academic Policies

CHAPTER 1: ACADEMIC STANDARDS AND ACADEMIC LOAD

Section 282 All students are expected to meet the high academic standards of the State University. They are expected to attain the general average (GA) set by each College.

Section 283 Students who do not meet the minimum requirements for his / her prescribed course will not be allowed to enroll or to continue in the program he / she is enrolled. Instead, he /she will be advised to shift to another course or program.

Section 284 No student shall graduate from the State University unless he /she has completed at least one year of residence for two year course or he / she has earned the number of units for two years.

Section285 One(1) college unit of credit shall be equivalent to at least ten(10) full hours of instruction or any combination of a member of accepted forms of instruction within a semester.

Section 286 A graduating student may be allowed to carry an overload of two (2) subjects regardless of the number of units provided that the weighted average of the courses / subject taken in the proceeding semester is 2.5 or better. Students found to academically deficient shall be unloaded with one or two subjects to allow them to cope with the work and to avoid unnecessary failure.

Section 287 Students having a grade of 5.0 or failure in any two (2) subjects taken during semester will not be re-admitted unless the Dean or the Vice President for Academic Affairs, on a case to case basis, reconsiders. In such cases, the student’s load shall be reduced. He / She shall refer to:
a. Director of Student Affairs and Services
b. B. Guidance Councilor for guidance purposes
Section 288 Subject in which the student is marked with failure or incomplete will be counted as part of his/her academic deficiency.

Section 289 The maximum load of working students in the State University, or outside of the State University shall be as follows:
a. Undergraduate – 15 units/semester /6 units/ summer
b. Graduate Level – 9 units/semester / 6 units/ summer
Section 290 The Dean shall have the description to limit the load based on his evaluation of their capabilities, and peculiar circumstances, or to allow highly exceptional student to carry three (3) or more units beyond the maximum load. Provided, however, that the letter case shall be subject to the approval of the Vice President for Academic Affairs.

Section 291 The Dean shall have be improved to limit the academic load of students who are employed. A letter of approval from the head of office is required before registration.

CHAPTER 2: ATTENDANCE

Section 292 Attendance in class is governed by the following rules:
a. Students are expected to attend all classes. Three (3) unexcused absences may be allowed but beyond these, all absences shall be excused only for valid reasons. He teacher concerned with determine the valid reasons and the validity of the excuse. The student who is absent for more than 20% of the total number of class hours (54 in a 3 unit course) may be dropped from the course/ subject.
b. Any student who finds it necessary to be absent from class/ classes must present a letter of excuse to his /her professor upon returning to class.
c. Permission to leave the campus must be secured from the Dean. Otherwise, such absence will not be excused. Excuses for absences immediately preceding or following holidays can be secured only from the Dean. If absences reach ten (10) times, the Instructor may recommend to the Dean that a student be dropped from the course or be given a grade of 55.0.
d. Although members of the faculty are expected to begin their classes promptly, various contingencies which are sometimes unavoidable may cause the faculty to be late for class. In such cases the following guidelines are to be observed:
1. For sixty-minutes classes , students should wait for twenty minutes have passed;
2. For ninety-minutes classes, students should wait for thirty minutes;
3. For one hundred twenty-minute class, student should wait for forty minutes. Professors arriving late within the time schedule may marked students absent, if they leave the classes earlier, than, the above prescribed time limits.
e. Faculty members who missed their classes due to official functions or for other reasons should conduct make up classes/activities.
f. In case, a professor who has not sent any prior notice fails to arrive within the required time, a class representative should inform the Vice President of Academic Affairs / Dean before the class leaves. In case of student, a ten-minute late is considered absent.
g. Classes or any activity related to school work which are held outside the campus as previously scheduled / planned by the students and faculty should require permit from the Dean of Student Affairs & Services and the Director of Security Services, copy furnished be given to Vice President of Academic Affairs with attached parents permit, resolution signed by the students concerned and a letter of request stating the purpose of the activity. (Violation of Section 500)
Section 293 Leaves of absence or subject withdrawal may be accorded to a student through a petition based in justifiable ground for the absence. The petition shall be specify the period of the leave. It shall be addressed to the guidance councilor of the State University. The guidance councilor shall refer the petition to the Dean of the College who will notify the parents when the leave of absence or withdrawal is granted. A student who withdraws without formal leave of absence shall be dropped or given a grade of 5.0. The following shall be considered grounds for leave of absence or withdrawal: 1. Sickness 2. Financial difficulties 3. Family problem

Section 294 Absence due to attendance in seminar, leadership training for school participation purposes duly certified and approved by the President of the State University or his / her duly authorized representative, shall not be taken against the student. Instead, consideration for his / her outstanding achievement and participation in activities shall be made, and no deductions are made in case of missed examination. A special test or make-up test may be given by the faculty holding the subject.

Section 295 Absences due to sickness are not automatically approved absence.

Section 296 A students is held responsible for all assignments and other activities of the course / subject he /she missed regardless of the reason for his /her absences. Whether approved, all activities or examination shall be recovered.

CHAPTER 3: SCHOOL FEES

Section 297 No refund shall be granted after a payment of fees in the Cashiers Office.

Section 298 No refund shall be granted for a withdrawal of enrollment of dropping of courses and subjects for whatever reasons presented.

CHAPTER 4: EXAMINATIONS AND GRADES

Examinations are integral part of instruction and shall be administered by the instructor, subject to the University policies and rules. There are three major examinations which the instructor shall administer in every semestral term.

Section 299 The academic performance of students shall be evaluated and granted at the end of each term in the college.

Section 300 The instructor who is officially/or on record handling the course/subjects has the sole authority to determine and gave the grades of hi/her students in accordance with the prescribed grading system of the State University. The grades shall be released to the students a week after the final examination.

Section 301 No instructor in the State University shall the authority to alter the basis and prescribed grading system of the State University. (Any violation thereof shall be ground for disciplinary action).

Section 302 Any major examination missed can be taken upon request of the student from the Dean of the College upon payment of 100.00 in the Cashiers Offices and where 50% shall be paid to the instructor concerned.

Article 1. Grading System in the Undergraduate Program

At the beginning of the semester, faculty should inform the student on the criteria for grading.
Section 303 The University adopts a uniform grading system. I. 1. Major Examination (Midterm, Prelim or Final) 40% 2. Quizzes 30% 3. Projects/Assignments/Attendance/ (Recitations, Works. Sheet work 30% Total 100%

*Instructor/Professor must give a credit to attendance. However, the credit to be given is at his/her description.
*Violation thereof shall constitute a neglect of duty (Education Act of 1982, annotated, Section 500).
II. General Average (G.A.) the grades that appears in the transcript of records for a certain subject = (1/3) of the Midterm grade + (2/3) of the Final grade.
III. The work of undergraduate students shall be reported at the end of each semester in accordance with the above grading system. Violation thereof shall be ground for disciplinary action against faculty.

Article 3. Submission of Grades

Section 305 Every faculty member shall submit his/her report or grades to the office of the Registrar and the Dean of the College, one week after the last day of examination or soon as possible every term and shall give students class cards with final grades on the above period. Failure to submit her / his report on the schedule within 14 days after the examination period, he/she has to submit an explanation and secure a clearance from the Campus Administrator. Without valid reason, it shall be ground for disciplinary action against faculty after the conduct of due processes.

Article 4. Policies Pertinent to the Grading System

Section 306 A students with a passing grade in a given course / subjects is not allowed to a re-examination or to re-enroll the course / subject unless it is a major/specialization course/subject or professional education subject, which requires a grade of “2.5” or above.

Section 307 No faculty shall change any grades in the report filed with the Registrar’s Office and the Dean of the College. In exceptional cases, as when an error has been committed (shown in documents) the instructor may request in writing the alternation of the grade and secure approval of the Dean of the College concerned. If the request is granted, the request shall be approved by the BPAA and shall be submitted to the University Registrar for correction of record. However, in no case shall a grade be changed beyond one (1) year after the initial filing, nor shall any change operate to the prejudice of the student.

Section 308 Where faculty cannot justify the grades given to students and compliant is raised against the grade of the faculty, the Dean shall initiate measure to resolve the complaint. Should the case arise, the faculty shall be subject to disciplinary action and with evidences presented by the students; a fair grade in favor of the student shall given.

Section 309 No student of the State University shall directly influence the faculty to give him/her certain grade or ask another person to influence. Any violation to this rule shall be ground for student/faculty disciplinary action.

Section 310 A grades of incomplete (INC) is given to the student whose class standing throughout the semester is passing, but he/she fails to take the final examination or he/she lacks the requirements for the course. The marked of incomplete (INC) shall be changed to a passing mark if the students complete all the requirements within one semester, any incomplete (INC) grades not removed with one semester will automatically become a grade of 5.0.

Section 311 A students is marked “DROPPED,” if he/she has attended 20% of the total numbers of hours in the semester (approximately 2 weeks absences).

Section 312 A students may be allowed to withdraw his/her enrollment if such withdrawal is made within two weeks after classes have officially started.

Section 313 Examination for the removal of incomplete grades shall be taken upon payment of duly authorized fee. In no case shall the period of removal of incomplete (INC) grades be extended beyond one (1) semester.

Article 5. General Retention Policies in All Colleges

Section 314 Each of the major subjects taken should have a grade of at least 80% or 2.5 while each of the minor subjects may have a grade of at least 75% or 3.0.

Section 315 If a certain major subject has a grade below 80% 2.5, it will be repeated until the standard grade for major subject is achieved. (Re-enrolled subjects shall be repeated once only, after which the student is advised to shift another course.

Section 316 If a certain major subject has grade of 5.0, it will be repeated once. Failure to meet the standard for the major subjects for the second time will bar the student permanently from any program of the University.

Section 317 If minor subject has grade of 5.0, it will be repeated until the standard grade for minor subject is achieved.

Section 318 If any one semester or summer session a student fails fifty percent (50%) of the total units for which he/she was registered, he/she will be permanently barred to pursue any degree program of the University.

Section 319 If the Student incurs unexcused absences (consecutive or non-consecutive) for more than 20% of the total prescribed number of class or laboratory periods during the term he/she will given a marked of “Dropped,” regardless of hi/her standing on the time he/she incurred the aforementioned absences.

Section 320 Deans can add other retention policies with the approval of the President of the State University.

CHAPTER 5: SCHOLARSHIP

Article 1. Academic Scholarships

Section 321 Students who granted as validation or salutatorian from public or recognized private high school are awarded entrance scholarships. This consists of free tuition fee for valedictorian and 50% discount on tuition fee for salutatorian for one semester only. Provided, that they belong to a graduating class of at least forty (40) students. Miscellaneous fees have to be paid by the student.
Section 322 The University provides tuition fee privileges to deserving students who have exemplary academic performance.
(1.) Presidents List – He/She shall enjoy full free tuition fee with P500 monthly allowance chargeable to the income of the University.
(2.) Administrator’s List – He/She shall enjoy full free tuition fee.
(3.) Dean’s List – He/She shall enjoy 50% free tuition fee discount.
Section 323 In case of honor student is recipient of other scholarship, he/she must choose only one scholarship and other privileges granted.

Article 2. Other Scholarships and Financial Assistance Program

Section 324 Other scholarships of the University are categorized into the following: Private Scholarships. These are funded by private benefactors who willingly shoulder the tuition and miscellaneous fees of the recipients. The Admission and retention guidelines and policies are exclusively se by the benefactors/sponsors.
(1.) Governments Scholarships. These are scholarships provided by the government through its agencies and other institutions.
(2.) Institutional Scholarships. These are scholarships provided by the University which the grantees are subjected to institutional guidelines. These include the members of the Lundayan Dance Troupe, Lundayan Choristers, the university Drum and Lyre Corps, Varsity Players and the like.
Section 325 Children of faculty of the University taking undergraduate courses shall be entitled to fifty percent (50) discount on tuition fee while children of administrative staff shall be entitled to seventy-five (75%) discount on tuition fee to be availed for four years of study in the University.

Section 326 The State University provides a student program assistance to a limited number of students who are able to finance their studies. Assistance is awarded to deserving students with high scholastic achievement, and who are industrious and with exemplary character. Students desiring to be student assistants should apply to the Office of Students Affairs. Available opportunities are office works and janitorial activities.

CHAPTER 6: ACADEMIC DELINQUENCY AND DISQUALIFICATION

Article 1. Academic Delinquency

Section 327 Each College shall formulate policies governing undergraduate scholastic delinquency subject to the following minimum standards:
a. Warning – Any students who obtains two (2) failing grades in any academic subject shall be officially warmed by the Dean of the College in which he/she is enrolled in order to improve his/her work.
b. Probation – Any students who obtain a final grade of lower than 3.0 in fifty percent (50%) of the total number of academic units for which he/she is registered shall be placed on probation for the succeeding semester and his/her load shall be reduced at the Dean’s discretion. Probation may be removed by passing more than fifty percent of the total number of units of his/her subjects taken in the Term.
Section 328 Any student who dropped from one College shall not be admitted to another unit of the State University, unless, in the evaluation by the Dean his/her aptitude or interest may qualify him/her in another field of study. In which case he/she shall be allowed to enroll in the appropriate College.

Article 2. Disqualification

Section 329 Any student who at the end of the semester obtains a failing mark in more than fifty percent (50%) of the total number of academic units for which he/she is registered shall be dropped from the rolls of the College concerned.
A student should not drop a course/subjects without the approval of the Registrar. Failure to get the approval of the Registrar will be sufficient ground for giving a grade of 5.0.

Section 330 Any student may be dropped from the roll during the school year of term, when found after investigation to have violated rules and regulation of the University, and of this code, the grounds of which are the following:
a. Truancy, falsification, gross dishonesty;
b. Lack of interest/accumulated successive ten(10) absences, acts inimical to the peace and order of students and the State University;
c. Perform acts inimical scholastic standing;
d. Perform acts destructive to the name and integrity of the University;
e. Acts and emission perpetuated within the school against teacher and other school officials including disrespect to teacher and persons of authority. (Ed. Act 1982).
f. Violation Section 488c.
Section 331 Any student may be denied admission for enrollment, examination or graduation for lack of necessary pre-requisite for the above activities.

Section 332 Any student may be refused/or suspended from attendance in classes for three(3) or more days or one school year, depending on the gravity of the offense, and after due process. Suspension may be ordered by the President only with the recommendation of the Board of Discipline.

Article 3. Honorable Dismissal

Section 333 Any undergraduate student who desires or voluntarily withdraws connection with the State University shall present to the Registrar, a petition signed by the student himself/herself or duly authorized representative for the purpose.
All indebtedness to the State University shall be paid and documentary stamp submitted before the honorable dismissal is issued.

Section 334 A student who leaves the State University by reason of suspension or expulsion due to disciplinary action shall not be entitled to honorable dismissal. In view of this, only a certification stating the nature of the disciplinary action imposed, and his/her settlement of the State University account abilities, shall be issued.
